Minimum obligatory human resource information (MOHRI)

Minimum obligatory human resource information (MOHRI) is the data Queensland Government agencies must provide for the Queensland public sector workforce profile report.

It helps agencies meet their workforce reporting responsibilities as outlined in Section 207 of the Public Sector Act 2022 and the Workforce profile and work performance information directive.

Use PL27 (government log in required) to submit your agency’s MOHRI return.

See the MOHRI file specifications document (PDF, 142.4 KB) to understand what your agency must report and the format.

See PL27 lookup tables for a list of the valid codes for each field.

You must submit your agency data 4 times a year, providing data for the last full pay of the following quarters:

  1. January to 31 March
  2. April to 30 June
  3. July to 30 September
  4. October to 31 December

MOHRI provides the data we need to complete the biannual Queensland public sector workforce profile report.

It helps with:

  • policy, planning, and decision making
  • strategic workforce management issues
  • wages policy and wage bargaining
  • relationships between workforce trends and workforce policy.
