Procurement Certification Program

Queensland Government Procurement manages the Procurement Certification Program (PCP) as part of the Skills2Procure suite of courses.

The PCP offers procurement certification courses across four levels of increasing complexity, breadth and depth, as the procurement and contract manager advances their career and takes on increasing responsibility to deliver procurement outcomes for their business.

Staff undertaking low to medium value/low risk procurements should undertake:

  • Level 1 (Fundamentals): low value/low risk procurements
  • Level 2 (Intermediate): low-to-medium value/low risk procurements.

Staff providing specialist procurement advice to the business should undertake:

  • Level 3 (Advanced) – Diploma of Procurement and Contracting: medium-to-high value/medium risk procurements
  • Level 4 (Strategic) – Advanced Diploma of Procurement and Contracting: high value/high risk procurements.

On successful completion of each level, participants are awarded a Certificate.

On successful completion of PCP Levels 3 and 4, participants are awarded the following nationally recognised qualification:

  • PCP Level 3 (Advanced): Diploma of Procurement and Contracting
  • PCP Level 4 (Strategic): Advanced Diploma of Procurement and Contracting.

Who can attend the PCP?

The PCP is open to all public sector staff and members of the public.

Delivery

The PCP is delivered under a Deed of Agreement with the Institute of Public Administration (IPAA), New South Wales. IPAA undertakes all course-related administration, coordination, printing of materials, delivery, assessment, feedback and reporting on program participation and outcomes.

PCP courses are delivered either face-to-face or online, depending on the course.

If your agency has a large group of attendees that would like to undertake PCP certification at the same time, you can organise an agency dedicated session at your location of choice. This can assist your agency if there is a preference to attend training face-to-face and will deliver savings per attendee. Note: Facilitator travel and accommodation costs will apply.

Level 1 (Fundamentals) – Procurement Course

Course content:

  • Tailored to the Queensland Government procurement context
  • Provides an overview of the Queensland Procurement Policy
  • Introduces fundamental procurement concepts and techniques to government buyers
  • Delivers the skills to undertake low value/low risk procurements.

Course outcomes:

  • PCP Certification Level 1
  • PCP Level 1 certification provides evidence that the officer can engage in low value/low risk procurement activities (as determined by their agency).

Level 2 (Intermediate) Procurement Course

Course content:

  • Builds on fundamental skills covered in PCP Level 1
  • Introduces the concept of procurement as a strategic, cyclical process
  • Low to medium value/low risk procurements.

Course outcomes:

  • PCP Level 2 Certification
  • PCP Level 2 certification provides evidence that the officer can engage in low to medium value/low risk procurements (as determined by their agency).

Level 3 (Advanced) – Procurement Course (Diploma Procurement and Contracting)

Course content:

  • Equips participants with the skills to manage large-scale, complex goods and services procurement and contracting activities involving large-scale procurement planning, sourcing, evaluating and negotiating complex offers and managing complex contracts.

Course outcomes:

  • Completing PCP Level 3 (Advanced) provides nationally accredited qualification and Queensland Government certification:
    • Awarding of Diploma of Procurement and Contracting
    • PCP certification Level 3 (Advanced)
    • Advanced standing towards a Chartered Institute of Procurement and Supply (CIPS) qualification.

Prerequisite:

  • Successful completion of PCP Level 2 (Intermediate).

Level 4 (Strategic) – Procurement Course (Advanced Diploma Procurement and Contracting)

Course content:

  • Equips participants with the skills and knowledge required to manage the procurement and contracting functions within an agency or to develop agency policy, processes and procedures
  • Offers formal award qualifications with increased capability to lead strategic and complex procurements and provide specialist advice.

Course outcomes:

  • Completing PCP Level 4 (Strategic) provides a nationally accredited qualification and Queensland Government certification:
    • Award of Advanced Diploma of Procurement and Contracting
    • PCP Level 4 Certification (Strategic)
    • Advanced standing towards a Chartered Institute of Procurement and Supply (CIPS) qualification.

Prerequisite:

  • Successful completion of PCP Level 3 (Advanced).
