People Matters leadership programs

The People Matters leadership programs are developed to meet the unique needs of the Queensland public sector and are designed to ensure leaders, at all levels, are equipped with the practical skills to manage people and teams. Participants will grow in confidence and develop skills to build high performing, capable teams and effectively manage employee performance.

Participants will develop a deeper self-awareness of behaviour and leadership styles, forming the foundation for improving relationships and understanding and growing team dynamics.

The core program is the 3-day People Matters program with two 1-day extension modules:

  1. Performance Conversations, and
  2. Recruitment and Selection.

The programs are available in person or live online via Microsoft Teams. Additional information regarding the program is available in the People Matters brochure and on the Institute of Managers and Leaders website.

In 2022, the Public Sector Commission (PSC) engaged the Institute of Managers and Leaders (IML) under a Standing Offer Arrangement (SOA)(PSC-02-2022) to deliver the program to Queensland Government agencies. The SOA has been setup to enable agencies to enrol participants into public programs (mixed cohorts of government participants) directly from the IML website.

Agencies with larger volume requirements can book in-house delivery of the program for single agency cohorts. Additional information on how to do this is provided in further information.

People Matters is an essential program for aspiring and recently appointed team leaders to gain the foundational knowledge and skills to lead and manage people effectively. Established team leaders will build upon, develop and refresh their skills in people management and leadership.

Course details

In-person participation includes pre-work, three full days of facilitated workshops and a workplace practice activity.

Virtual participation includes pre-work and online facilitated sessions across three days.

Agencies wishing to can request a dedicated in-house program to be delivered to a cohort of participants from within their agency for up to 20 participants.

Learning outcomes

On completion of the program, participants will gain:

  • a deeper understanding of the responsibilities of a Queensland public sector leader
  • knowledge, skills and confidence to successfully manage people, performance and change
  • skills to become a more effective communicator across a range of mediums and situations
  • increased self-awareness around your behavioural styles and the styles of those around you
  • confidence to lead with compassion and purpose.

Performance Conversations builds upon your knowledge and skills to confidently manage people and employee performance. Participants will gain the tools and confidence to create a positive team culture.

Designed to help team and program leaders, executives and individual contributors in the Queensland public sector to understand their legislative responsibilities in managing the performance of people and teams as outlined in the Positive Performance Management Principles Directive (02/24).

Virtual participation includes pre-work and one full day of facilitated online sessions.

Agencies can request in-house program delivery for up to 20 participants.

Performance Conversations can be undertaken in an open stand-alone one-day workshop, or as an extension to an in-house People Matters program.

Learning outcomes

On completion of the program, participants will gain:

  • a deeper understanding of the responsibilities of a Queensland public sector leader
  • skills to apply a strength-based approach to conducting performance conversations
  • confidence to manage and have challenging conversations
  • practical tools to lead with compassion and purpose
  • the ability to collaboratively set goals and understand the performance improvement process.

Within the Queensland public sector, the primary objective of Recruitment and Selection remains the same—to find the right person for the job. However, recent changes to the Public Sector Act 2022 and the Recruitment and Selection Directive (07/23) (the directive) mean hiring managers now appoint the eligible person best suited for the position, rather than focusing on merit alone.

This one-day, engaging and interactive short course provides participants with the knowledge, skills and confidence to carry out a recruitment and selection process by equipping them with an understanding of the directive and how it is applied in practice, so that anyone involved in a recruitment and selection process is familiar with the provisions and requirements of the directive and is able to select the eligible person best suited to a position.

The training covers the eight steps of Recruitment and Selection:

  1. Workforce planning
  2. Role design, description and evaluation
  3. Attraction and advertising
  4. Selection panels
  5. Assessment of applicant
  6. Referee checks
  7. Documentation
  8. Post Selection

  • an understanding of how to conduct a fair and transparent recruitment and selection process
  • direction on how to apply the principles of equity, diversity, respect and inclusion to recruitment and selection
  • insights on how to integrate culturally safe practices across all steps of a recruitment and selection process
  • how to apply workforce planning to inform role design, description and evaluation
  • an understanding of how to best to attract and advertise vacancies to ensure the widest applicant pool
  • a perspective on how to select assessment methods best suited to the role and applicant pool
  • the ability to make and record selection decisions that are fair, transparent, and defensible.

Purchasing services under the Standing Offer Arrangement (SOA)

Pricing

The prices for services delivered under the SOA are outlined below.

Individual participants

  • Individual participant for 3-day People Matters program (virtual or in-person): $940pp including GST
  • Individual participant for 1-day Performance Conversations extension module: $360pp including GST
  • Individual participant for 1-day Recruitment and Selection extension module: $360pp including GST

In house programs

  • In-house 3-day People Matters program (up to 20 participants either face-to-face or virtual): $13,464 including GST
  • In-house 1-day Performance Conversations extension module (up to 20 participants either face-to-face or virtual): $3,300 including GST
  • In-house 1-day Recruitment and Selection extension module (up to 20 participants either face-to-face or virtual): $3,300 including GST.

Optional services

  • Contextualisation of the programs for specific cohorts (daily rate – 8hrs): $2,750 including GST
  • Coaching session (1 hour): $440 including GST
  • Diagnostics debrief (1 hour): $440 including GST

Group coaching day

All People Matters programs, including the three-day Leadership Program, Performance Conversations and Recruitment and Selection, can be supplemented by a one-day small group coaching session. Run two weeks after completion, these coaching sessions allow participants to return, with their peers, and discuss the practical application of the learnings since the completion of the course.

Additional benefits

Under the SOA, IML has offered the Queensland Government access to additional membership benefits. Access to these benefits should be coordinated through your Human Resources team within your agency. Please contact your HR team for details on how to leverage these benefits.

Each People Matters program participant can apply to receive a complementary 12-month IML Professional Membership by emailing peoplematters@managersandleaders.com.au. This membership will support individual participants to consolidate their learning, expand their networks and continue their professional journey as leaders in the public sector. This Membership also provides participants with access to an award-winning mentoring program, which has won the Mentorloop Most Impactful Mentoring Programs Award 2022 & 2023, to support them as they embed their new learning within the workplace. After the initial 12 months has expired, individual People Matters participants will have the option to continue their Professional Membership at their own cost.
